Garrison returns to the state of Florida, this time in Tampa Bay, to provide more experience to their relatively youthful blueline. His big shot could work well on their power play, since most of the attention always goes to sniper Steven Stamkos. He is owed $4.6 million through 2017-18, so the Bolts were able to land him on the cheap. Costello is an un-signed college prospect who may be given a shot with the Lightning.

This was clearly a salary dump by Vancouver, especially after they acquired the younger and cheaper Sbisa earlier. They were also limited to where they could deal Garrison due to his no-trade clause, so they at least got back a decent draft choice (the No. 50 overall pick in this year's draft). Costello was not going to be signed, so they did well to throw him into the equation as well.

Garrison could see a spike in fantasy value now that he'll be manning the point on the same power play as Stamkos. His goals should go up, as his assists. This deal obviously works for Sbisa, too, since he now officially has a full-time gig in Vancouver.
