Williams is slashing .336/.410/.571 with five home runs, nine steals, a 24.6 percent strikeout rate and a 72.3 percent contact rate in 29 games for Double-A Montgomery.
The Rays promoted Williams to Triple-A Durham on Tuesday, Ben Badler of Baseball America reports.
Williams is hitting .412 with four home runs, 10 strikeouts and seven walks in nine July games for High-A Bowling Green.
Williams has a .276/.373/.504 slash line with six home runs and eight steals in 33 games for High-A Bowling Green.
