With Cleveland, Otero will try to establish himself as a solid middle reliever (and even a setup man, potentially). He struggled badly (6.75 ERA) in 2015 but registered a nifty 2.28 earned-run average in 72 appearances with the A's in 2014.
What does it give the Philadelphia Phillies?
The Phillies claimed Otero off waivers in November but designated him for assignment a month later, so they decided to take cash for his services. The rebuilding Phillies needed the roster spot for a prospect, so the move makes sense for them.
Fantasy Impact
Otero has minimal fantasy value until he becomes a regular source for holds as a setup man in Cleveland. For now, he is merely on the potential late-inning reliever radar but doesn't strike enough batters out anyway.
