In Phillips, the Rays land a 26-year-old toolsy outfielder who has struggled at the highest level. He will likely come off the bench in Tampa Bay and has a chance to become the team's fourth outfielder at some point.

Fox is three years younger than Phillips but has also struggled to find his batting stroke. The difference is Fox has yet to appear in a big-league game. A natural shortstop with great speed, he might get a better opportunity in KC.

Both Phillips and Fox were keeper-league types for a few seasons but their shine as prospects has worn off. Keep an eye on both but neither player needs to be picked up at this time.
